ב-7 באוקטובר 2023, כחלק ממתקפת הטרור האכזרי שביצע ארגון הטרור חמאס, נפגעו בצורה קשה 22 קיבוצים היושבים בסמיכות לגדר עם רצועת עזה. מאות רבות מקרב תושבי הקיבוצים נרצחו, נפגעו או נחטפו ומאות מבנים ותשתיות נהרסו. עוד במהלך מתקפת הטרור, תחת אש, פונו הגיבורות והגיבורים ששרדו את המתקפה למגורים זמניים בבתי מלון ברחבי הארץ, הרחק מחזית הלחימה. קהילות שלמות נעקרו מבתיהם, ונאלצו להתפזר ולהיפרד. מלאכת השיקום שעומדת בפני הקיבוצים תהיה ארוכה ומורכבת.

מאז אותו בוקר שחור, ממלאת התנועה הקיבוצית תפקיד מרכזי במתן הסיוע והתמיכה לאותם 22 הקיבוצים, בין היתר: ארגון, תיכלול ותפעול מענים, תשתיות ופעילויות חיוניות לצרכים הרבים והמגוונים של הקיבוצים המפונים מאזור הנגב המערבי. בכלל זה, מיצוי זכויות מול הממשלה, בנייה ופיתוח מערכות חינוכיות וקהילתיות, מתן תמיכה בתחום בריאות הנפש, חיזוק וסיוע ההנהלות הפנימיות של הקיבוצים, סיוע במתן ציוד ובלוגיסטיקה, מתן סיוע כספי ועוד. עם התארכות המלחמה, מתחדדת התמונה הרחבה, ואיתה הבנת גודל המשימה שלפתחינו. מדובר במשימת שיקום כמוה לא ידעה התנועה הקיבוצית מאז קום המדינה.

עד כה התמקדה קרן התנועה הקיבוצית במתן מענה לצרכים לטווח קצר:

1.  ציוד בסיסי נדרש
2.  סיוע בתחום בריאות הנפש
3. מתן מענה חינוכי במוקדי הפינוי
4.  סיוע בקיום לוויות ושבעות

בתום תקופה של כחודשיים, ולאחר הלמידה של הצרכים העולים מהשטח, התנועה הקיבוצית שואפת לגייס משאבים משמעותיים שיאפשרו לה לתת מענה המותאם בצורה המירבית לצרכים העכשוויים והעתידיים של הקהילות.

להלן ארבעה נושאים עיקריים בהם צפוי להתמקד הסיוע:

1.  מענקים לשימוש עצמאי של הקיבוצים: מתוך הכרה בצרכים השונים של הקיבוצים הנפגעים ומתוך הבנה כי להנהלות הפנימיות של קיבוצים אלו נדרשת העצמאות לפעול לפי שיקול דעתן והבנתן בתהליך ריפוי קהילותיהם, התנועה תעמיד לקיבוצים מענקים אשר ישמשו את הקיבוצים לצרכים כגון - רווחה, חינוך, קהילה,שיקום חוסן קהילתי ועוד.
2. בניית תשתיות ארגוניות: התנועה הקיבוצית תסייע בעיבוי ותגבור השדרה הניהולית שנפגעה במהלך ה-7.10 בנוסף על סבסוד תפקידים חדשים שהצורך בהם נוצר בעקבות המשבר:
   • עיבוי ההנהלות בקיבוצים
   • תגבור ממלאי תפקידים בקיבוצים
   • פיתוח וביסוס תפקידים נוספים הנצרכים בעקבות המשבר בקיבוצי התנועה
   • סבסוד שירותים
3. התיישבות: התנועה תסייע בהקמת מערך התיישבות חלוצי כולל שיענה על הצורך החדש שנוצר בקיבוצי העוטף של הנגב המערבי בפרט ובקיבוצי הגבול בכלל בתחום ההתיישבות החלוצית ותתכלל את פעולת כלל הגורמים המבקשים להצטרף לשיקום הקיבוצים.
4. חדשנות: תמיכה בפיתוח מענים רוחביים באמצעות ייזום של פרויקטים חדשניים בתחום הקהילה לטובת קבוצה של קיבוצים מאותו אזור גיאוגרפי שיסייעו בבנייה מחדש של הקהילות, לרבות:  גיוס מומחי חדשנות , פיתוח שותפויות ומיצוי תהליכים להגברת האפקטיביות.

התנועה הקיבוצית תמשיך לקדם את הפרויקטים החדשניים אותם יזמה מאז פרוץ המלחמה שמטרתם לתת מענה רוחבי לקהילות (לדוגמה: המרלוג – מרכז לוגיסטי למתן סיוע בציוד, מערך עובדים ישראלים בחקלאות – מערך גיוס עובדים לסיוע לחקלאי הגבולות בצפון ובדרום ועוד)

EMERGENCY APPEAL FOR KIBBUTZIM NEAR GAZA

.On October 7th, 2023, 22 kibbutzim near the Gaza border were severely damaged in the brutal Hamas assault

Many kibbutz residents lost their lives; many sustained injuries many were abducted and many are missing. Hundreds of buildings and infrastructure were destroyed.

Reconstructing what was lost will be an extensive, multifaceted endeavor.

During the attack, the heroes who survived the onslaught took refuge in hotels, away from the frontlines. Whole communities were forced to disperse, and were uprooted from their homes.

Since then, the Kibbutz Movement has played a vital role in organizing services, framework, integration and essential communal functions to meet the diverse needs of the uprooted western Negev kibbutzim.

This comprises lobbying the government, developing education and community systems, off­ering mental health assistance, strengthening internal administration, supplying provisions and logistics, providing monetary aid and more. As fighting continues, we realize the magnitude of the task.

The Kibbutzim are facing a reconstruction charge unmatched since Israel’s creation. Thus far, the Movement fund- has focused on immediate needs such as:

• Securing essential equipment
• Off­ering mental health assistance
• Facilitating education in evacuation centers
• Helping coordinate escorts and mourning events

After more than two months of accumulating ‑eld-based insights on needs that surface, the Movement now strives to harness substantial resources enabling maximally customized support for current and future kibbutz requirements. Among other things, aid will focus on these four key domains:

1. Autonomous Grants:
Recognizing that kibbutzim need autonomy to heal, the Movement will provide support for the kibbutzim to address welfare, education, community strength and more as per their discretion.

2. Structural Reinforcement: The Movement will allocate resources to expand managerial capacities weakened on October 7th and subsidize newly created roles:
a. Strengthening kibbutz administration
b. Bolstering kibbutz role fillers - education, culture, coordination;
c. Cultivating future leadership via youth manager training;
d. Developing and installing supplemental crisis-propelled roles;
e. Subsidizing professional services - professional early childhood guidance, communal counseling, legal counseling, rights assertion.

3. Community Rehabilitation: allocate resources to the construction of a pioneering infrastructure to meet the needs of the kibbutzim in general and the kibbutzim along the Gaza border in particular, complementing all rehabilitative initiatives:
a. Encouraging demographic growth and Emigration programs.
b. Resettlement training initiatives.
c. Establishing a network of affiliated kibbutzim communities.
d. Team recruitment:
e. Broad and specific projects include a demographic growth plan, training regimen, and active kibbutz network.

4. Innovation Center: Leveraging October 7th as an opportunity for evolutionary development. The Movement will allocate resources for the Center that will map emerging needs and design innovative community-benefit projects to assist clusters of geographically proximate kibbutzim in rebuilding the communities. Recruiting innovation specialists;
a. Cultivating partnerships and processes to heighten efficacy;
b. Impact investment fund.

5. The Kibbutz Movement persists in advancing its crisis-commenced initiatives, such as its logistical aid center and undertakings like the logistical aid center and northern/southern border agricultural volunteer system which aim to provide a comprehensive response to the communities.
